Defendant He's land was requisitioned by the district government. Later, he repeatedly requested land title confirmation in his name. After being informed that his request was groundless, he repeatedly engaged in unreasonable and abnormal petitioning activities around Zhongnanhai in Beijing and the National Bureau of Letters and Calls. Various street offices repeatedly dispatched personnel to handle He's petitioning, incurring expenses for transportation, meals, and accommodation. Therefore, it is determined that He violated Article 293, Paragraphs 1 and 3 of the Criminal Law of the People's Republic of China and should be held criminally responsible for provoking trouble.

This case underwent two court hearings. After the first hearing, the procuratorate requested supplementary evidence, leading to a second hearing. During the second hearing, the defense lawyer fully examined the evidence submitted by the procuratorate. After the second hearing, the procuratorate requested further supplementary evidence, resulting in a third hearing. Before the third hearing, the procuratorate withdrew the charges.

The case against He for provoking trouble lasted two years before the procuratorate ultimately withdrew the charges.
