The "Three North" Shelter Forest Program has been fully launched. The installed capacity of renewable energy power generation has historically exceeded that of thermal power, with new installations accounting for more than half of the global total for the year.

——Effective and forceful livelihood guarantees. Per capita disposable income of residents increased by 6.1%, and the income gap between urban and rural residents continued to narrow. Increased financial support for compulsory education, basic old-age care, and basic medical care, and expanded the scope of relief and assistance. From a domestic perspective, after three years of the COVID-19 epidemic, economic recovery and development itself has presented many difficulties, long-accumulated deep-seated contradictions have accelerated their manifestation, and many new situations and problems have emerged one after another. The decline in external demand and insufficient domestic demand have coincided, cyclical and structural problems coexist, and risks and hidden dangers such as real estate, local government debt, and small and medium-sized financial institutions have become prominent in some areas, with some regions suffering from severe natural disasters such as floods, typhoons, and earthquakes. Under these circumstances, the dilemmas and multiple difficulties faced in policy decisions and work advancement have significantly increased. Through the joint efforts of the whole country, not only have the expected development goals for the year been achieved, but many aspects have also shown positive changes. In particular, we have deepened our understanding of the laws governing economic work in the new era and accumulated valuable experience in overcoming major difficulties. Practice has fully shown that under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Chinese people have the courage, wisdom, and ability to overcome any difficulties and obstacles, and China's development will surely forge ahead and have a bright future!

Over the past year, we have deeply studied and implemented the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, and in accordance with the decisions and deployments of the Party Central Committee, we have mainly carried out the following work.

Fiscal policy has been strengthened and improved, with increased support for spending in key areas. More than 2.2 trillion yuan in new tax and fee reductions were implemented throughout the year, and 1 trillion yuan in additional government bonds were issued to support post-disaster reconstruction and improve disaster prevention, mitigation, and relief capabilities. Monetary policy has been precise and forceful, with two reductions in the reserve requirement ratio and two reductions in policy interest rates, resulting in significant growth in loans for technological innovation, advanced manufacturing, inclusive small and micro enterprises, and green development. Policies supporting consumption of automobiles, home furnishings, electronic products, and tourism have been introduced, with steady growth in bulk consumption and accelerated recovery in consumption of living services. The role of government investment in leveraging has been played, policies to promote private investment have been formulated, and investment in infrastructure such as energy and water conservancy and in manufacturing has grown rapidly. City-specific adjustments have been made to optimize real estate regulation, efforts have been made to reduce mortgage costs, and active efforts have been made to ensure the delivery of pre-sold homes. A comprehensive plan to resolve local government debt has been formulated, financial risks have been classified and handled, and the bottom line of preventing systemic risks has been safeguarded.

Second, rely on innovation to lead industrial upgrading and enhance new impetus for urban and rural regional development. Strengthening national strategic scientific and technological forces and accelerating the implementation of major scientific and technological projects. Comprehensively deploying and promoting new-type industrialization. Issuing measures to stabilize the operation of the industrial economy and support advanced manufacturing, increasing the proportion of R&D expenses deducted from key industry enterprises, promoting the high-quality development of key industrial chains, and turning industrial enterprise profits from decline to rise. Some small and medium-sized enterprises are experiencing difficulties. The pressure on overall employment and structural contradictions coexist, and there are still many shortcomings in public services. The financial resources of grassroots levels in some areas are relatively tight. The capacity for technological innovation is still not strong. There are still many hard nuts to crack in key areas of reform. The task of ecological and environmental protection and governance is arduous. Weak links in safety production cannot be ignored. There are shortcomings in government work, and formalism and bureaucratism are still prominent, and the implementation of some reform and development measures is not in place. Some cadres lack the spirit of responsibility and pragmatism, are passive and evade responsibility, and do superficial work. Corruption problems still occur frequently in some areas. We will certainly face problems and challenges head-on, do our best to do our work, and never let down the people's expectations and trust!

II. Overall Requirements and Policy Orientation for Economic and Social Development in 2024

This year marks the 75th anniversary of the founding of the People's Republic of China and is a crucial year for achieving the goals and tasks of the 14th Five-Year Plan. Through comprehensive analysis and assessment, the environment facing China's development this year remains one where strategic opportunities and risks and challenges coexist, with favorable conditions outweighing unfavorable factors. China possesses significant institutional advantages, advantages in demand from its super-large market, advantages in supply from its complete industrial system, and advantages in talent from its large number of highly skilled workers. Its technological innovation capabilities are continuously improving, new industries, models, and driving forces are rapidly growing, and endogenous development momentum is continuously accumulating. The basic trend of economic recovery and sustained improvement remains unchanged and will not change. We must enhance confidence and determination. At the same time, we must adhere to a bottom-line thinking and be fully prepared to deal with various risks and challenges. As long as we effectively implement the decisions and deployments of the Party Central Committee, firmly seize favorable opportunities, make good use of favorable conditions, and fully mobilize the enthusiasm of all sectors in undertaking tasks and striving for progress, we will surely overcome difficulties and challenges and promote sustained, stable, and far-reaching economic improvement.

The main expected targets for development this year are: GDP growth of around 5%; new urban employment of over 12 million, urban surveyed unemployment rate of around 5.5%; consumer price index (CPI) increase of around 3%; resident income growth synchronized with economic growth; basic balance of international payments; grain output exceeding 1.3 trillion jin; reduction in energy consumption per unit of GDP of around 2.5%; and continued improvement in ecological environmental quality.

The aforementioned expected targets are set after comprehensively considering the domestic and international situations and various factors, balancing needs and possibilities. The economic growth target of around 5% considers the needs for promoting employment and income growth, and preventing and resolving risks. It also aligns with the "14th Five-Year Plan" and the goal of basically achieving modernization, taking into account economic growth potential and supporting conditions. It reflects the requirements of being proactive and striving for progress. Achieving this year's expected targets will not be easy and requires focused policy efforts, redoubled work efforts, and concerted efforts from all parties.

We must adhere to the principle of seeking progress while maintaining stability, using progress to promote stability, and establishing before breaking. Stability is the overall situation and foundation. All regions and departments should introduce more policies that are conducive to stabilizing expectations, growth, and employment, cautiously introduce contractionary and suppressive measures, and clean up and abolish policies and regulations that contradict high-quality development. Progress is the direction and driving force. The deficit-to-GDP ratio is planned to be set at 3%, with a deficit of 4.06 trillion yuan, an increase of 180 billion yuan compared to the initial budget of the previous year. Together with transferred funds, the general public budget expenditure will be 28.5 trillion yuan, an increase of 1.1 trillion yuan compared to the previous year. Central government finances will increase the intensity of balanced transfer payments to local governments, appropriately tilting towards areas with difficulties. Provincial governments should promote the transfer of financial resources to the grassroots level, ensuring the bottom line of "three guarantees" at the grassroots level. We should implement structural tax cuts and fee reductions, focusing on supporting technological innovation and manufacturing development. We should uphold financial discipline, strengthen financial and accounting supervision, strictly prohibit vanity projects and image projects, and resolutely curb extravagance and waste. All levels of government should get used to living frugally, truly be meticulous in their calculations, and ensure that fiscal funds are used effectively and efficiently.

Prudent monetary policy should be flexible and appropriate, and precise and effective. Maintain reasonably ample liquidity, with the scale of social financing and money supply matching the expected targets for economic growth and price levels. Strengthen both quantitative and structural regulation, revitalize existing resources, improve efficiency, and increase support for major strategies, key areas, and weak links. Promote a steady decline in comprehensive social financing costs. Smooth the transmission mechanism of monetary policy and avoid capital stagnation and idle circulation. Enhance the inherent stability of the capital market. Maintain the basic stability of the RMB exchange rate at a reasonable and balanced level. Vigorously develop technological finance, green finance, inclusive finance, pension finance, and digital finance. Optimize supporting measures such as financing credit enhancement, risk sharing, and information sharing to better meet the financing needs of small and micro enterprises.

Enhance the consistency of macroeconomic policy orientation. Focusing on the overall development situation, we should strengthen the coordination and cooperation of fiscal, monetary, employment, industrial, regional, technological, and environmental protection policies, incorporate non-economic policies into the assessment of the consistency of macroeconomic policy orientation, strengthen policy coordination, and ensure that efforts are made in the same direction and synergy is formed. All regions and departments should carefully listen to and incorporate opinions from all parties when formulating policies, and policies related to enterprises should focus on communicating with the market and responding to the concerns of enterprises. In implementing policies, we should strengthen collaborative efforts and amplify the combined effects, preventing neglecting one aspect while attending to another and mutual constraints. III. Government Work Tasks for 2024
